Fog light holes........

I noticed today,on my son's 01 V6 Stang,his fog light holes have a grid across them,3 horizontal bars. His car is without the lights,like the Bullitt. The Bullitt just has the open hole. Wonder why the difference. You would think they would use the same front end piece.
