$12K probably isn't that bad of a price if you can do most of the needed work yourself.
if you can't don't even think about buying and paying someone to fix this.
a above average paint job with partial dismantle will cost you over $10K. then you will have to do other mileage related work. i could see having $25K+ in it when you are done.
i have seen mint low mileage ones advertised in the.$25K range.

my biggest question is why does it have a black hood and what looks like e coat fenders and wrapped in the wrong color green if it has never been in a accident.
