depends on what your definition of "better" is. The P-51 outperforms the Bullitt in a small rpm range up high, but the Bullitt outperforms it down low. The Reichard Racing is a monster up top, but nothing down low. The Bullitt seems the be the best overall throughout the powerband IMHO.
Don't forget, most aftermarket intakes are still designed around a single, round throttle body. The reason our intake flows so much better is the twin blade throttle design. It has enough airflow for a stock (even mildly modded) 4 Valve, so it has plenty of room for the 2 Valve.
The '01 Bullitt intake is the best all around performing intake for the 4.6 2V!!!

All out racer,the P51 would be the route to go.
