Had this on my '99 GT. The paint just started flaking off for no reason. Nothing on the Bullitt yet.

The front and rear bumpers are flexable and need a flexable additive in the paint. It could be that they had a problem with the paint that was put on the front of your car. If so, I would bet that a few of them had this problem. Because it's pealing, I would push that they strip the bumper before repainting it. The new paint can only be as good as what is under it;-)...
