The best way to decrease the size is to crop the small section of the scanned picture and then save it as a jpg instead of a bmp.
The only problem is a jpg suffers from degradation where the bmp doesn't.

BTW, JPG is a lossy format, but if you have it to size that does not matter. It's only a problem when you try to take a small JPG up to a larger size. If you want scalable graphics try TIF.
