One friend said they are a must so I ordered:
Ford Mustang Splash Guards 2015-2020 × 1
GT350 - GT350R / Fronts and Rears / Black
From RokBlokz

Now another friend says they are a no no. In thinking about this issue, the Bullitt is so low to the ground I'm wondering if the Splash Guards will get scraped?

Is your car lowered? When they come in, just hold them up & see if they'll scrape...if not, you're good...if yes, just trim a bit off to prevent scraping (IMO).

Would you like to lower it? I've got a set of Steeda magneride springs and camber bolts I need to sell!!!

The RokBlokz are a quality product. Have them on my 19 BLLT2. Blend very nicely with the fender walls, do not extend too low, and are solidly mounted. Would be OK even if you lowered Bullitt later. Will help to prevent road rash on the lower body panels and do not look like a mud flap. The only negative is you have to remove the rear wheels to install.
Have a fun afternoon installing. Follow the instructions. Will look OEM.

Are those splash guards, or left-over plastic shavings? ;) :D

JK, they're definitely slime-line.
