I don't know the answer and was curious.

There is an identical black stripe on the lens to the other license plate light as well.

Reduce glare by only allowing emitted light that will wash over the plate?

That's what I was thinking, Fpooh. There is also a larger blacked out area (which is above the black stripe in the pic posted) which I believe reduces glare for drivers on your six.

It's sorta-like those "Censored" bars you see across naked-people's eyes when the person who took the picture didn't obtain the proper permission to publish them..........
