This a 1948 Cadillac produced in France under an agreement with GM. It looks very similar to the American Cadillac Sedanette produced in the United States.

Not a Packard, Delahaye, or Caddy. Maybe a LaSalle. Has the Packard look grill, Buick fenders, Delahaye had something similar in profile. So, I think LaSalle for the discounted version of the Caddy. Or Buick for the fenders' profile. ???

Extra points if you can get the year also.
1948 Cadillac Sedanette

This 1948 Cadillac Series 62 has a three-position convertible coupe body by Saoutchik, one of the most flamboyant and expensive special bodes to come out of France.
